Why are the Medicare Supplement (MS), aka Medigap, plan premium increases so high?  In 2027, Medicare Supplement plans will introduce a new rule.  It’s called the Birthday Rule.  Up to this point, and outside of the Birthday Rule’s window, you must be medically underwritten to change from one MS plan to another “like” plan (ie. Plan G to Plan G).  With the Birthday Rule, all MS clients get a 60-day window that begins on the first day of your birthday month to move to A like plan with another insurance company or a lesser plan with the same insurance company or a different insurance company, Guarantee Issue, no medical underwriting.  Insurance companies are forecasting increased risk and, therefore, higher premiums.

More About New Mexico Plans

Allstate will not be taking on any new Medicare Supplement clients as of January 1st, 2027.  They are not leaving the market.  If you have an Allstate Medicare Supplement Plan you may keep it as long as you pay the premium.

 

Regarding Medicare Advantage plans…

Presbyterian is exiting the Medicare market except for one dual eligible (both Medicare and Medicaid) plan.  As of January 1, 2027, Presbyterian Medicare is “no mas”. 

Everyone will have to change during the Annual Election Period (AEP), October 15th to December 7th, to another Medicare Advantage plan or go to Original Medicare, effective January 1, 2027.

 

A lesser-known insurance company, Scan, is not accepting new enrollments in 2027.  They’re not leaving the market, just not taking any new clients.

 

Blue Cross and Blue Shield of New Mexico is terminating all Medicare Advantage PPO plans and the Select HMO plans.  This leaves their footprint in the Medicare market with only one HMO Medicare Advantage plan, the Basic, and two dual-eligible (both Medicare and Medicaid) plans.  The Basic Medicare Advantage Plan will only be available in the four counties that make up Greater Albuquerque.  What does this mean for all PPO and clients outside of the 4 counties…see above Presbyterian paragraph.

 

Regarding Part D Prescription Drug Plans (PDP), all the insurance companies are removing the ability, and for agents to assist clients and removing any compensation.
